2025 Abortion Report

The Guam Catholic Pro-Life Committee (GCPLC) has recently obtained the “2025 Abortion Report” from the Bureau of Vital Statistics of Guam’s Department of Public Health and Social Services.

Guam law (10 GCA 3218) requires abortion providers to submit basic information about abortions committed on Guam to the government and for the government to produce and make available an annual report of those records.

Here is a summary:

  • 29 chemical abortions were reported. All were performed by prescriptions issued by the Queen’s University Medical Group in Hawaii.
  • In all cases the gestational age of the fetus was 11 weeks or younger.
  • 23 out of the 29 mothers (79%) identified themselves as “Pacific Islander”.
  • 23 of the 29 mothers (79%) were 23 years of age or older. 1 out the 29 mothers (3%) was a minor.
  • 19 of the 29 mothers (66%) had previous pregnancies.
  • Only 15 of the 29 mothers (52%) reported being single.
  • 17  of the 29 mothers (59%) had a college degree or some college education.

One or more of the following is more likely than not to be true about a mother pursuing abortion on Guam: she is older than 23, is a Pacific Islander, has at least some college education, and was pregnant before. 

The GCPLC suspects that these statistics are woefully inaccurate.  Here’s why: The U.S. Department of Justice issued an opinion in December 2022 stating that the U.S. Postal Service can legally deliver these medications even to states with strict bans, as the sender may not know if the drugs will be used in violation of state law. While Guam has no ban on the drugs, it does have an “informed consent law” (10 GCA 3218.1(b)) that requires mothers seeking an abortion to be provided certain information at least 24 hours prior to an abortion being committed.  Unfortunately, stateside providers ship them to Guam anyway under the cover of “shield laws” enacted in some states that protect them from being prosecuted in that state or being extradited to Guam.  Therefore, the GCPLC has no way of determining the number of abortions being committed through mail order prescriptions.
